Hello HomerJ,
To check this go to services application for the ALM server and search for the HP Application Lifecycle Management service. Select it and then right click it and select the ''properties'' option. Now select the Log On tab and the user being used will appear in that screen. If the a non admin account is being used here change it for an admin account to insure that the tray icon responds correctly (the services will run normally no matter if an admin or regular account is used. It matters for the tray icon only.
