Currently, you can do this in one of two ways:
1) Have all of your offshore/region restricted users relegated to the same ALM project, then follow these steps choose a restricted reserved capacity of licenses and NOT be allowed to obtain a license if reserved capacity is full:

OR
2) Follow these steps to restrict via client IP addresses:
a. Gather all of the IP addresses of your offshore/region restricted users. Let's say you gather 20 IP addresses, but you need to limit to 10 concurrent user licenses.
b. Create a license pool: AutoPass > Reservation > Pools > CREATE POOL (ex. OFFSHORE_IPs)
c. With the newly created pool selected, click 'IP Address' in the lower pane.
d. Add all of your gathered offshore/region restricted IP addresses. Each should display in the 'Associated IPs' list. In our example, 20 IP addresses gathered in step a. should be listed.
e. Go to AutoPass > Reservation > Feature > select Full Concurrent LIcense (normally Feature ID 10138) > Manage
f. Feature-Based Reservation > ASSOCIATE POOL > select/check pool > ASSOCIATE POOL > your pool is displayed in the lower Selected Feature panel
g. In the lower Selected Feature panel, click to select your pool > enter a RESERVED CAPACITY (e.g., 10) > Click REFRESH
h. Click/enable the RESTRICT checkbox > Click REFRESH and **make sure the checkbox is checked/enabled**
In our example, our pool of 20 offshore/region restricted IP addresses may only use 10 licenses at a time.
