To use ALI in ALM, first you must enable the extension on the project in Site Admin, See page 79 of the Admin guide for ALM 12.20. Access to site admin is required to do this.

Once the extension is enabled if you or your users do not see the ''Development'' module in ALM, go into customization for the project and make sure that the ''Module Access'' for those modules is turned on for the user groups that need to see it. You will need to be a project admin on the project to perform this. This is outlined in page 262 in the admin guide.
