To enable BPT on a project you will need to turn on the module in the customization menu for the project in ALM, I would also suggest limiting the users that can access BPT so that you do not consume all of your licenses, if you don't restrict the users that can access BPT other users will consume the BPT licenses when they login to alm and the users that need to access BPT won't be able to, see the below post with details on how to limit this access.
