IN QC 10 VER_CTRL Table Had Checked Out Entities ALM/QC 11 Does not is this OK

We Have Version Control enabled on a few projects. The VER_CTRL table has no records of current checkouts. VC seems to be working, however, at the time of this post there were 15 to 20 people with checked out items including My self. Is this supposed to be Happening?

Currently the table VER_CTRL is not use anymore, this table was used in QC version 10 and 9.5(In QC 10 the VER_CTRL table is used to contain records for any VC entity that was checked out) , for ALM 11 and higher the tables that store this information are VC_(EntityName) tables.
