In Quality Center, Can a step can have an attachment saved to it during a manual test run?

I've been adding a snapshot to manual test executions at the step level and they are not being saved by qc. QC should save at the step level during manual test execution right?

Many users get confused on how to see the attachment run steps. Attachments made to Steps during the run are attached to the Run Step History. To see the attachment added to a test step during the run... 2) On the Test Instance properties window 3) On the Run Steps Window, select the step and then click the Attachments icon to see the attachments made to the test step during the run.
