Insert or Rearrange Test Steps While in Manual Test Run

We are currently using ALM 12.21 Patch 1, and was wanting to know if it is possible to insert or rearrange Test Steps while in a Manual Test Run?

Unfortunately, while in the manual runner, you are only given the options to add or remove test steps. When steps are added, the new steps can't be inserted in between any of the existing steps, instead, they are entered after the last step. The only location where you can reorder the test steps is in the 'Design Steps' tab within the Test Plan module while in the 'Test Plan Tree' view. An enhancement request has been submitted with HP, but it has been placed into a 'Deferred' state, and they are not planning to included this enhancement in any future releases. The enhancement request can be viewed by clicking the following link - [KM00785755][1].

In the enhancement request, HP advises the following workaround that I mentioned earlier. Close manual runner window. Go to test plan and select the test and Design Steps tab, and then click on ''Renumber Steps'' icon to reorder the design steps.
