All UFT concurrent licenses are Global.

For legacy QTP and FT concurrent licenses, unfortunately, that is not possible. Neither the license server software nor the license keys themselves discern between the region restrictions of the purchased assets.

Obviously, most QTP/FT/UFT customers would like HP to implement a way to manage their region restrictions through the license software itself, and as such, there is a long-standing enhancement request for this. However, HP has yet to change their licensing mechanism to accomodate this request, most likely due to the fact that they no not develop their license server software/utilities in-house, but rather license it from a 3rd party vendor (Sentinel RMS via SafeNet).

Instead, the region restrictions are simply part of your purchase agreement with HP, and it is up to the end-user to manage proper regional usage to stay compliant.
