Is there any way that it is possible to launch a QC excel report from a web button embedded in a web page?

On the standard Analysis Reports, the Export to Microsoft Excel is not working, Just get a "New Web Query" Screen. This is occuring on a new PC, old PC worked fine.

One of our users has accidently deleted one of their Excel reports. Is there a way to recover the SQL Query and Post Processing scripts from a database backup?
