PC 11 Configuration Wizard fails with kernel32.dll on launch

Performance Center 11.0 Patch 6

Windows Server 2008 R2

Firewall/DEP/UAC are all off

User ID is an Administrator

We are having an issue where we cannot patch/configure Performance Center 11 in our production environment. No PC components on the PC Server will start up, all fail with the kernel32.dll error. The error message is:

*"The system DLL kernel32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL Dynamically Allocated Memory occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL."*

I believe the issue is related to the Microsoft .Net 3.5 Framework but cannot tie the error to a particular Windows update or patch. So far what I have tried:

– Cloned broken box to a virtual instance to try and fix the issue
– Uninstalling recent Windows update patches
– Bringing a new machine up to PC Patch 6 (was able to recreate the issue after Patch 1 installation)

Ensure that the following are installed for ALM11.00 patch 4v2, 5 ,6,or 7 and LR 11.04 on ALL machines.
(ALM-Platform, ALM PC server and HOST(s) and ALL Standalone Vugens and Load Generator(s)

The following prerequisite software MUST be installed manually! These are required and the installer dose not verify that they are installed

1. NET Framework 4 [http://www.microsoft.com/downloads/en/details.aspx?familyid=9cfb2d51-5ff4-4491-b0e5-b386f32c0992][1]
2. Microsoft Visual C++ 2010 Redistributable Package (x86) [http://www.microsoft.com/downloads/en/details.aspx?FamilyID=a7b7a05e-6de6-4d3a-a423-37bf0912db84][2]
**This version regardless of Windows version MUST install the (x86) version**

Did you try to replace kernel32.dll without reinstalling MS Visual C++? I think you can download it from [Fix4dll][1] and remove this file in your system folder. It's the best solution for this kind of errors. Don't forget to rewrite this file into registry.

Look this has happened like wizard fails and application trouble when your system is missing kernel32.dll is missing, You need to access https://fixdll.net/kernel32 for download kernel32.dll file which is the things that would sort out your problem after installing it.
