PC 11 Configuration Wizard fails with kernel32.dll on launch

Performance Center 11.0 Patch 6 Windows Server 2008 R2 Firewall/DEP/UAC are all off User ID is an Administrator We are having an issue where we cannot patch/configure Performance Center 11 in our production environment. No PC components on the PC Server will start up, all fail with the kernel32.dll error. The error message is: *"The system DLL kernel32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL Dynamically Allocated Memory occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL."* I believe the issue is related to the Microsoft .Net 3.5 Framework but cannot tie the error to a particular Windows update or patch. So far what I have tried: – Cloned broken box to a virtual instance to try and fix the issue
