Where can I get the Action Conversion Tool to convert QTP 10 scripts to BPT scripted components?

The tool has been removed in QTP 10 ,the lastest version, since this tool hadn't been upgraded or improved in a long time, it started to have issues. HP made the decision to remove it all together. The recommendations from HP Support regarding this are:
