HI HomerJ,

It has been recommended that you check the processes that are running and kill any errant processes that may be running but are not maintaining a connection and the max processes allowed parameter on the Oracle DB configuration side. You may need to kill some of the processes that are connected but not currently running in order to facilitate log in for trouble shooting the connection issue. I am not sure what other applications are using this server, but it may need to be restarted to release and kill the dead process connections if you are unable to kill them through commands. Your DBA should be able to kill some of the ''dead'' process connections to enable log in to trouble shoot the issue.

Hope this helps,
Dan
