Windows is failing to start the HP AutoPass License Server for UFT 12.5x

Cannot get license server to launch…

https://autopass.my.server:5814/autopass , receive message, This page can’t be displayed, on desktop instance & server. Installed with admin rights & system admin account.

Basically Windows is failing to start the HP AutoPass License Server (also have tried rebooting after install)
Receive Service error message Service-specific error code 0.

1) If you by chance have the UFT client software installed on the license server machine itself, be sure to use the 32-bit version of the AutoPass License Server software (if you have UFT and 64-bit AutoPass installed, uninstall AutoPass, then install 32-bit version from Software_HP_UFT_12.50_MLU_UFT1250_DVDDVD_WixLicenseServerWindowsx86setup.exe).

2) Open your Windows Services (Windows run services.msc), and find the HP AutoPass License Server service. If it is not running, try to Start it. If the service started and then stopped, right-click and open Properties. In the HP AutoPass License Server service Properties, click on the Log On tab and make absolutely certain the selected account, whether Local System account or a specified Windows account, has the proper Windows permissions to drive a service. Try different accounts and see which can start the service without it stopping.
