Workflow function no longer working after upgrade to QCv10 from QCv9.2

I have a function that no longer works after our upgrade to QCv10. It does not appear to be looping.

Below is the function.

Function CUST_Create_HTML_String(testSteps)

Dim HTML_String
HTML_String = ""
For Each item In testSteps
HTML_String = HTML_String & Replace(item, "Step^", "")
HTML_String = Replace(HTML_String, "^0", "")
HTML_String = HTML_String & "

HTML_String = HTML_String & ""
CUST_Create_HTML_String = HTML_String

Change the word ''item'' to ''present'' as below
