ALM will need to log on locally to install the system user (IUSR_METRO). Ensure that there are no security GPO's that will ''Deny log on locally'', this will supersede any ''Allow log on locally'' that are defined. Please refer to the HPE article below for other possible causes for this error.

Title : Error: Change Machine Identity failed. Reason: RunProcessWithLogon: Failed to create process
Document ID : KM01417670
Product - Version: performance center ;
Updated : 2015-Feb-25
In the Host machine logs, the following error can be seen:
Change Machine Identity failed. Reason: RunProcessWithLogon: Failed to create process
Solution
This error can occur due to various reasons when trying to add a PC machine or run a load test.

Please check the following:

On PC Hosts machines: The ''Performance Center Load Testing Service'' service must be running.

On all PC machines:
* The ''Secondary Logon'' service must be running

* IUSR_METRO and the Administrator groups must be added to the following policies: ''Allow Logon as a Batch'', ''Allow Logon as a Service'', ''Allow log on locally'', ''Access this computer from the network'' and ''Log on locally''

Optional:
To avoid read, write and access issues, set the ownership of the drive where your Windows installation and the PC installation are located to the local Administrators group.

Note: The following Windows security features can also interfere with the software (UAC, DEP, IE IESC). It is recommended to disable them.
