Try this:
1. Stop the QC/ALM or HP QC Synchronizer from services
2. Open command prompt and type this:
a. Netstat -abn
b. Look for ports 1098, 1099 or 7064, and see which application is using it.
3. Once you have isolated the application, either stop the application or change it to use another port.
3. Once that application is stopped, we can restart the synchronizer
Or
1) Download ''TCPView''. TCPView is a free application that you can download from Microsoft support page, to download it use the following link:
http://technet.microsoft.com/en-us/sysinternals/bb897437.aspx
2) Stop the HP QC Synchronizer from services
3) Run ''TCPView'' to check if some application is using ports 1098, 1099 or 7064.
Finally please check if you are using security software that might be blocking these ports.
