We are currently using LoadRunner Enterprise 2020 SP1 with Windows Server 2016. Does anyone know if the LoadRunner Enterprise Host, version 2020 SP1 software when installed on a machine can be used as a Load Generator by other LoadRunner Enterprise Hosts that are linked to the same LoadRunner Enterprise Server? Any input would be great.

The answer to your question is "yes". LRE Host, version 2020 SP1 software can be used as an LG by other LRE Host Machines linked to the same LRE Server.
