When I try to load my license for QC in the Site Admin license tab I get an error Loading is failed - Authentication failed.

When I go to https://entitlements.microfocus.com and try to get a license for version 12.60 I am unable to get the license for our Network Virtualization Vusers. The version for those Vusers stops at 12.55. 12.55 licenses will not work with 12.60 so how do I make these assets available?
