Quality Center time is one hour behind than the server local time?

Details: Quality Center 10 For some reason Quality Center is showing a different time than the server local time. From what I know Quality Center should have the same time as the database server, the database is installed on the same sever but QC is one hour behind than the actual server time. Has anyone had an issue like this before.
