Start menu items empty after installing ALM 12.50

I have just installed ALM server 12.50 using default settings from a previous installation. It installed without error and I was able to start ALM from the tray icon, however the start menu program are empty. How can I get the menu items?

Research found this in the HP ALM 12.50 Readme file: Workaround: Use the shortcuts in the HP ALM Platform Start menu, or create a shortcut on the desktop from thebin folder. I know you are not looking for a shortcut on the desktop, but in the HP ALM Platform Start menu, so I figured out how to add your IE browser shortcut to the Start menu. 1.Create an Internet shortcut from your IE browser access to ALM.
