Hello HomerJ,
There is a knowledge document addressing this issue put out by Microfocus. The KM number is KM03327079 if you have access to the knowledge base.

The document gives the following solution:

''This issue can be resolved if you connect your machine to the internet, so it would download the components. Otherwise a workaround is to Import any the following certificates into 'Trusted Root Certification Authorities' or 'Trusted Publishers'-

Entrust xxx - Download: https://www.entrustdatacard.com/pages/root-certificates-download

VeriSign xxx

COMOD xxx

DigCert xxx

You can get this certificate from at least one machine that has full connection to the internet and installed the components. Afterwards transfer the certificates to the other machines.''

Hope this helps with the issue,
Dan
