Unable to delete a project in Site Admin

Hello. We are having trouble trying to delete a project in Site Administration. When trying to delete the project in question, we are receiving the following error – "The project could not be deleted or removed because it is currently in use. For information about how to manually delete or remove a project, see the following HP Knowledge Base link: KM1457081". I currently cannot access the KM article and wanted to find out if you could assist me with this issue.

I have seen this issue occur before, and it was resolved by simply restarting the ALM server, freeing up the cached memory allowing the project to be removed. If you restart the server, and the project isn't removed, you can refer to the following KM document that I have attached to the article.
