Why is the QC workflow error box not being displayed?

Can anyone tell me why the standard QC workflow error box does not display when I get a workflow error? The image below shows the box I am talking about. This does not display on my machine when an error is detected and I would like to know what settings need modified to display this.

Update: I’m thinking this may be due to the fact that I do not have permissions to run Internet Explorer as an administrator. I would like a confirmation if possible.

The ''On Error Resume Next'' line, usually at the top of the subroutine/function will prevent errors from popping up. You can comment out this line to see the popups again.

This is definitely not the issue as the box appeared on two other machines I tried.
