Does going from version 12.21 of ALM to 12.60 require a project upgrade?

We are currently using ALM 12.21 and we have users that are able to log into the desktop client that are unable to log in to the Web Client for ALM.

I am having issues with the HP ALM Excel Addin (for 12.21) hangs up, and eventually crashes when trying to validate fields. After it crashes, excel disables the add-in and it must be re-added. It only crashes on validation...even if only one test case is selected to be uploaded.
