We have system fields we would like to make invisible to multiple user groups. How do we do this?

would like to customize the fields to include additional system or user added fields seen in the test Details "Details" area but not sure where this is managed? I have to think I can configure this like a defect but I could be wrong. See the incredible artist rendering attached![alt text][1]...
