hp alm synchronizer for requirements

is it possible to link requirements in different projects with hp alm synchronizer meaning if a requirement in project X can that be linked to a requirement in project Y so if the requirement is changed in project X it sends an alert to user in project Y.

Yes you can link requirements using ALM sychronizer between ALM projects, the only requirement is that you have an ALM license a ''Quality Center'' license will only let you synchronize between ALM and outside programs such as TFS/JIRA, to create a link between ALM projects you need an ALM license. Where can i get details behind this synchronizing requirements in different alm projects it seems like synchronizer will do it for defects but not for requirements. What I want to do is to link requirements in project A to project B if a requirement is changed in project A that change is propagated to the linked requirement in project B with alerts to the users airinstically.
