Tester has assigning the defect to the developer when user clicks submit button developer will get the notification mail but when tester clicks the submit and the automail is triggering and its not received by the Developer

We have 5 concurrent licenses for HP QC. We see 3 users logged in (viewing through Site Admin), but when a 4th person tries to log in, they receive an error stating no licenses are available.
