How to change object owner from "dbo" to "td" in Quality Center project database?

The ALM icon on the task bar is out of synch with the service. The service is currently up and running, but the icon states disconnected. Is there a way to correct this and get them back in synch without restarting the ALM service?

We have run into issues where users are deleting steps inside of the test runs and causing them to disapear from the test plan. Can we disable deleting test steps during the run?
