We need to "archive" many projects form ALM, what is the best way to do this?

ALM is keep creating error logs and 9 GB dump files named - hs_err_pid12680.mdmp under C:\ProgramData\HP\ALM\server. Can we delete them?  

If I've created a "Requirements Only" or "Defects Only" user, as an example, can I still allow Dashboard and Release modules to their User Groups in Module Access without consuming a "Full" license for those users?

Seems like cleanup jobs are not freeing up the license.
